Powerbook G4 problem

Hello im having a problem with my Powerbook G4 15in 1.67ghz 2gb ram 10.5.7 which has all 4,000 songs on it and is synced with most of our apple devises well this is the problem when i turn it on it make the bong noise and and than you hear the optical drive but than the screen stays black and nothin happens no apple logo nothin just boot nosie and fans and disc drive thts it does tht my HDD failed by the way it is an 90gb hdd. i tired tht thing with holding down powerbutton tried the hardware reset nothin but i was luckly i found a back up and the server of all the music so im ok wit that but i need help

oh yes by the way this computer was having other problems 1 it chargers but take 1 year to be fully charged 2 it will not go to sleep the display does but the main computer stays on

Have you tried a safe start, by holding the shift key down when you boot? This may take awhile to boot up.

Do you have the original OS X disks that came with the system? If so, find the one that says in small print on the label 'AHT Version x.x', see if you can insert it and boot holding the alt/option key down. If you can, choose the Apple hardware test and when prompted, choose the extended test. If your'e able to run it, does it tell you anything?

If you can insert a DVD and boot, insert your first OS X disk from the gray-faced disks that came with the system or a black-faced retail operating system DVD, and boot holding the C key down. On the menu bar, click utilities, Disk Utility, then do a repair disk and repair permissions. Then try booting again.

i tried wht you siad it starts up with boot up sound and fans running and dvd drive runinng a sound that repets every 10 seconds up but nothin show up on screen no apple logo no disk logo and safe start does not work etheir i am going to just install a new hdd on this mac i found one on powerbook medic for 40.00$ so ill order that it seems easy to replace. but thanks you anyways for the advice. ALso i do not hear any sound of the hdd on or making sound so it proably died.
